Failed Build

So I just built a new computer, using the following parts:
i7 920
Radeon 4850X2
P6T Delux
OCZ PC3 12800 (3x 2gigs)
and a Corsair 850 W PSU (and peripherals)
I installed everything, and tried to boot it up. The computer WILL turn on, the fans, HDD’s, CD drive, etc, has power. Lights come on on the motherboard, etc. However, there is zero video output. The graphics card gets hot, but the fans never budge. Also, I cannot turn the computer off by use of power button, pressing it or holding it (both the one on case and the one directly on the mobo), I have to switch the PSU off.
I THINK the graphics card is messed up but then could it be the motherboard?
What should I do about this (bought it off newegg)?
Also, I checked output using 3007wfp on several of the DVI ports, and through the S-Video out on an HDTV, both showed no video.
